Steven Blumberg serves as President and Chief Executive Officer of Florida Health Care Plans (FHCP), a pioneering provider of health insurance plans and comprehensive health care services since 1974.
Headquartered in Daytona Beach, FHCP is an affiliate of Florida Blue and part of the GuideWell family of health solutions companies. FHCP serves more than 100,000 members at clinical and administrative sites located throughout Brevard, Flagler, St. Johns, Seminole, and Volusia Counties.
Prior to accepting his current role in September 2024, he served as Vice President, Strategy and Practice Transformation at GuideWell Health, overseeing strategy and growth for the enterprise’s clinical care delivery initiatives. In this capacity, he also served as an FHCP board member.
- CHRISTOPHER JOSEPH SMITH, M.D. Chief Medical Officer

In partnership with other clinical leadership at Florida Health Care Plans, Dr. Smith develops and oversees the implementation of initiatives in safety, quality, risk, care management, utilization, patient access, and medical staff affairs. He is also deeply involved in the innovation and deployment of strategy and policies related to delivery of care to our members. Before being named to his current role on July 1, 2024, Dr. Smith served as FHCP’s Associate Chief Medical Officer, working alongside Dr. Joseph Zuckerman, who retired after serving in the role for 14 years.
Prior to joining FHCP, Dr. Smith served as an acute care hospital Chief Medical Officer (CMO) in the AdventHealth system. Dr. Smith has also worked as partner in a large private hospitalist group, and as a unit medical director in cardiovascular observation. Prior to becoming a CMO, Dr. Smith completed a two-year term as chief of medicine at AdventHealth Orlando.
Dr. Smith is an award-winning Associate Professor of Medicine at Florida State University and has previously served as faculty in graduate medical education through AdventHealth. In addition, he is a national speaker for The Chartis (Greeley) Company on topics such as medical staff leadership and physician burnout. Dr. Smith is board-certified in Family Medicine and remains clinically active.

MARIE ATANASOSKI Chief Financial Officer
Marie Atanasoski serves as FHCP’s Chief Financial Officer. Her responsibilities include oversight of the financial and treasury matters of the company. Marie joined FHCP in 2006 and has served in various roles during her career, including director of financial analysis and reporting, administrator of finance, and vice president of finance. Prior to joining the company she worked in public accounting. Marie received a Bachelor of Science degree in Business Administration with a major in Accounting from the University of Central Florida and earned her Master of Business Administration degree from Bellevue University. She is a licensed Certified Public Accountant in the State of Florida and is a member of the Florida Institute of CPAs.

TIM MOYLAN Chief Information and Information Security Officer
Tim Moylan joined FHCP in March 2003 as a director in the Information Systems division. He currently serves as chief information and information security officer and is responsible for overall information technology strategy, operations, and information systems security and compliance programs. Tim earned Bachelor of Science degrees in Management and Management Information Systems from Florida State University and received his Master of Business Administration degree from the University of Phoenix. He also holds the designations of Certified Information Systems Auditor and Certified Information Systems Manager from the Information Systems Audit and Control Association (ISACA). Tim is also a member of the Volusia Technology Council and Jacksonville ISACA Chapter.

SHANNON OSLAND Chief Human Resources Officer
Shannon Osland currently serves as FHCP’s Chief Human Resources Officer. She joined the company in August 2000 and has served in various human resources roles, including talent acquisition, employee relations, compensation, benefits, and most recently as administrator of human resources. Under Shannon’s guidance, FHCP’s Human Resources team serves as a catalyst for organizational growth, diversity, culture, driving innovation, and fostering a culture of excellence.

CHASE WILSON Vice President and Chief Actuary
As Vice President and Chief Actuary, Chase is responsible for leading pricing and product strategy. His leadership experience includes responsibility for FHCP’s Actuarial, Underwriting, Analytics, and Product teams. He is a Fellow of the Society of Actuaries and a Member of the American Academy of Actuaries and serves as FHCP’s appointed actuary. Chase, who received a Bachelor of Science degree in Mathematics from Duke University, joined the company in 2010.

RON BARNARDVice President, Business Operations
Ron Barnard serves as FHCP’s Vice President of Business Operations. In this role, he leads several divisions important to health plan operations, including clinical pharmacy, community engagement, claims, program management and payment integrity, provider contracting and relationships, as well as member services and health information management. Prior to his current role, he held several other positions within the company, including administrator of analytics. Ron received a Bachelor of Science degree in Management from Western Governors University and attended business school at Louisiana State University.
