  • STEPHEN KEEN, MD, FAAFP President and Chief Executive Officer
  • Stephen Keen, MD, is a Fellow of the American Academy of Family Physicians, currently serving as the President and Chief Executive Officer of Florida Health Care Plans (FHCP). Florida Health Care Plans is an award-winning full-service healthcare organization providing both insurance and healthcare services to more than 100,000 members in a five-county service area, as part of the GuideWell family of health solutions companies. Dr. Keen was appointed to his role in January of 2024. Previously he served as the Vice President of Business Operations leading several divisions critical to the operations and strategic plans of the organization. These included core functions of the health plan business unit at FHCP and the clinical and retail pharmacy service lines.

    He has extensive leadership experience within FHCP and the healthcare industry, including presenting at national conferences on patient engagement, quality, and utilization management. Dr. Keen also served as the Medical Director of Utilization, Quality and Case Management for FHCP working closely with the chief medical officer in implementing key strategic medical initiatives and day-to-day operations of the quality improvement and utilization management divisions as well as serving on various committees integral to the health plan and group practice at FHCP. Dr. Keen practiced as a full-spectrum primary care physician for eight years for FHCP, and in private practice, with a focus on treating at-risk members.

    Dr. Keen is Board-Certified in Family Medicine and an Associate Clinical Professor of Medicine at Florida State University. He is the recipient of several awards for his teaching, clinical supervision, and patient care. He received his medical degree from Wake Forest University School of Medicine and trained in family medicine at Halifax Health Residency in Daytona Beach, Florida.


  • DR. JOSEPH ZUCKERMAN Chief Medical Officer

    Joseph Zuckerman, MD is Chief Medical Officer (CMO). Dr. Zuckerman is responsible for creating health care strategy and policy for FHCP. He leads the development and maintenance of care, quality and professional programs. Prior to his appointment, Dr. Zuckerman served as Director of Hospital Services at FHCP and during that time was instrumental in starting a Hospitalist Service for Halifax Medical Center. He has been actively involved in medical education for more than 20 years, teaching clinical internal medicine to both medical students and residents, and also serves as a Clinical Assistant Professor at Florida State University College of Medicine. Dr. Zuckerman received his Doctor of Medicine from Albany Medical College completed residency in Internal Medicine at the University of Florida.


  • MARIE ATANASOSKI Chief Financial Officer

    Marie Atanasoski is Interim Chief Financial Officer and Treasurer for Florida Health Care Plans. Her responsibilities include oversight of the financial and treasury matters of the company. Marie joined Florida Health Care Plans in 2006 and has served in various roles over the years including Director of Financial Analysis and Reporting, Administrator of Finance, and Vice President of Finance. Marie’s previous experience prior to joining Florida Health Care Plans was in public accounting working for a local Certified Public Accounting firm for over 5 years. Marie received her B.S. in Business Administration with a major in Accounting from the University of Central Florida and her Master of Business Administration from Bellevue University. She is a licensed Certified Public Accountant with the State of Florida and a member of the Florida Institute of CPAs.


  • CHASE WILSON Vice President and Chief Actuary

    As Vice President and Chief Actuary, Chase Wilson is responsible for leading pricing and product strategy for FHCP. His leadership experience includes responsibility for FHCP’s Actuarial, Underwriting, Analytics, and Product teams. He is Fellow of the Society of Actuaries and a Member of the American Academy of Actuaries and serves as FHCP’s Appointed Actuary. He is an outspoken advocate for empowering employees to be high-performers and for healthy living. He first joined Florida Health Care Plans in 2010, and he received his Bachelor of Science in Mathematics from Duke University.


  • TIM MOYLAN Chief Information and Information Security Officer

    Tim Moylan joined Florida Health Cares in March 2003 as a Director in the Information Systems Division. He currently serves as the Chief Information and Information Security Officer and is responsible for the overall IT strategy, operations, and information systems security and compliance programs. Tim received his Bachelor of Science in Management and Bachelor of Science in Management Information Systems from Florida State University and received his Master of Business Administration from the University of Phoenix. Tim holds the credentials of Certified Information Systems Auditor and Certified Information Systems Manager from ISACA. Tim also is a member of the Volusia Technology Council and Jacksonville ISACA Chapter.
